    CCFP Campground Policies & Rules CLARK COUNTY, WISCONSIN PARK SYSTEM Below is a list of general camping rules for Clark County Park System properties. ​ Clark County strives to make your visit with us a pleasurable experience. In an effort to accomplish this, we want to be as transparent as possible with our policies and rules. The below are some of our most frequently questioned policies, rules, and regulations. This is not an all-encompassing list. As a camper and park user you agree to abide by all policies, rules, the Clark County Ordinances, and any administrative ruling deemed by Clark County Forestry & Parks Committee and its authorized agents. Camping Permits & Check IN/OUT Time Check in time is 3:00pm. Early check in is not promised and is based on check out time of previous occupant. Check out time is 1:00pm. Late checkouts may be charged an additional nights camping fee. Camping permits shall only be allowed at designated campsites except for authorized camping in the county forest. Camping permit must be obtained before setting up camp. Any person obtaining a permit shall be 18 years or older. Permits are non-transferable, non-refundable and may be revoked at the county’s sole discretion. All campers shall comply with permit conditions. Reservations, Camping Season & Conditions Reservations can be made for eligible campgrounds and reservable campsites from May 1st through September 30th, the reservation season. To make a reservations visit webtrac.co.clark.wi.us. Reservations are taken up to a maximum of 400 days in advance of check-in date, must be made at least three (3) days in advance of check-in date, and reserve for a minimum of two (2) nights. Within three (3) days all unreserved campsites are first come first serve. Please be sure to check that the site you select will work for your camping unit and also the dates that you are reserving for are correct. If a site has been reserved via the reservation system, it will remain held for the reserved party whether or not the party shows up and uses the site. Reserved sites will not be sold again unless approved by park management. Reservation changes will require another $10 reservation fee. Reservations lasting longer than six (6) nights may be eligible for an “Extended Stay Camping Discount”. All reservations lasting longer than six (6) nights are subject to the “Extended Stay Camping Policy ” RESERVE Vehicle Permits - Levis Mound Trails and Lake Arbutus Boat Landings A vehicle admission permit is required for any motor vehicle that is using the boat landings on Clark Co. property around Lake Arbutus. There are four boat landings on Lake Arbutus. Levis Mound trail system requires a vehicle pass to be displayed if you are biking or cross country skiing. Parking areas are monitored by the Clark County Sheriffs Dept. There is self registration available or click below for online purchase. ​ ​ ​ ​ Off Season Camping & Seasonal Water Systems October thru April are non-reservable months and sites are available on a first come, first serve basis where self-registration is required. Availability of camping amenities in the off-season is primarily dependent on weather and environmental factors. Snyder Campground, Russell Memorial Campground, Rock Dam Campground, and Mead Lake Campground are the only County campgrounds which contain a heated shower building and they may remain open to campers through the completion of the gun deer season. Clark County reserves the right to change these beginning and end dates, without prior notice. ​ Cancellations/Refunds Cancellations can be completed online, by phone or in person through the Business Office during business hours. Select reservations can also be cancelled online via department reservation website. Cancellations made ten (10) calendar days or more prior to reservation start date will receive a credit on their household account for the amount of the reservation that is paid minus all non-refundable reservation or cancellation fees. All credits on accounts expire one calendar year from date of creation. Credits on accounts can be used for purchases through the reservation system and are not eligible for redemption through self-registration envelopes. Credits on accounts below $850.00 in value can be surrendered for a check refund of 50% credit value. Credits on accounts $850.00 or more in value can be surrendered for a check refund of 75% credit value. Cancellations made less than ten (10) calendar days before reservation start date are not eligible for a credit on their account. Individuals may only reschedule their reservation to a new date in the future. Refunds for early departures and cancellations made during a reservation, including the morning of the reservation start date, are subject to administrative review and an “Administrative Refund Application” must be submitted to the Clark County Forestry and Parks Business Office with this request. The “Administrative Refund Application” must be submitted within two (2) business days of reservation termination. ​ Fees All fees are determined by the Forestry and Parks Committee, per night, per camping unit, per amenities present at the selected site regardless of use. For sites designated as multiple-unit occupancy, the additional unit will be required to pay all fees applicable to the site stayed on at the point of reservation. All fees must be paid prior to setup and permits displayed on provided site post. There is a $10.00 reservation fee applied to each reservation that is made. The reservation fee applies to every reservation, even when multiple reservations are made at the same time or for the same period. ​ Provided Information All measurements and amenities, including, but not limited to, electric service amperage, “Site Dimensions”, “Pad Dimensions”, “Site Size” & “Unit Max”, are provided to the best of the department’s current knowledge with no guarantee of accuracy. It is the camper’s responsibility to ensure that the site they are selecting for a reservation will work adequately for their desired experience. No guarantees are provided that your camping unit and additional items will fit within the site boundaries based on these measurements. Site dimension measurements are typically taken at the narrowest point of the campsite area. The true open square footage of a campsite may vary from the size that is listed. “Unit Max” measurements are provided as a best guess to the size of unit that will comfortably fit within the site. A camping unit larger than listed may be placed on the campsite as long as it fits within the campsite boundaries. ​ State Codes & Utilities State code requires a minimum separation of ten (10) feet between camping units. All water spigots will be fitted with a backflow prevention device at the beginning of the season and must remain on the water spigot. Using a splitter or removing the backflow prevention device is a direct violation of state code. Sewer caps must be on at all times. Draining of grey or black water onto the ground is strictly prohibited by State Code and will not be tolerated at any time. ​ Campsite Occupancy/Camping Party One camping party shall consist of no more than eight persons, regardless of age and shall include at least one adult. One designated campsite shall be occupied by only one recreational trailer, motorhome, pickup camper, sleeping tent or other authorized camping unit unless expressly authorized. One additional 4 person tent or smaller will be allowed. Screen tents are permitted as an addition to a camping unit. ​ Campsites Campers are not allowed to “sprawl” onto adjacent campsites or public spaces. All items, including vehicle and trailers, must fit on camper’s campsite. Campsites must be clean at all times. Boat docking/mooring is not promised with any campsite reservation. All waterfront shoreline is available on a first come first serve basis and also serves as public access to the water. To allow as much use as possible, we ask that when a boat is not in use that you please trailer it. ​ Vehicles/Parking Campsites at a designated campground shall NOT have more than 2 cars or trucks, or 4 motorcycles and no cars or trucks, or, 3 motorcycles and 1 car or truck. Extra vehicles must park in the campground parking lots. Vacant campsites are not parking lots. ​ ATV/UTV Operation ATV and UTV operation within a campground is only allowed in designated areas. Obey all signage, county ordinance and state laws. Operation of ATVs and UTVs are not allowed in all campgrounds. Know the rules of the campground before you make your reservation. Clark Co. Parks and Campgrounds ​ Motorized Devices No person shall operate or use a golf cart, electric scooter, unlicensed vehicle, or mini-bike unless expressly authorized. ​ Quiet Time & Visitors Quiet time is from 10 p.m. to 6 a.m. daily. Campers are prohibited from setting up or tearing down their campsite during quiet hours. Guests are welcome in the campground between the hours of 6 a.m. to 11 p.m.; however the camper is responsible for their guests (and their guests’ actions) while in the campground. Guests are not allowed to park on vacant or unregistered campsites. If your site already has the maximum allowed for vehicles (2 per site) the registered camper is responsible to direct their guests to park in public parking areas. ​ Firewood/Campfires Any firewood transported into a Clark County campground must originate from within Clark County. Firewood supply must be maintained in a neat pile. Firewood cannot be delivered into the campground by an outside vendor. Do not burn garbage. Campers may collect dead and down firewood within a campground. Cutting of live trees is strictly prohibited. Burning firewood outside of designated fire ring is strictly prohibited. Campfires cannot be left unattended. Campfires are not permitted in upright cooking grills. Campers shall not discard any matches, cigarettes, cigars, pipe ashes, embers, or other lit items without first completely extinguishing such items. Campground staff does not deliver firewood. ​ Fireworks No person shall possess, fire, discharge, explode or set off any squib, cracker or other explosive or pyrotechnic device containing powder or other combustible or explosive material within the boundaries of any county park, recreation area, campground or special use area except by permission of the committee or its authorized agent. ​ Noise Please be kind to your neighbors. No person shall, through the means of speakers, instruments, devices, vehicles or any activities produce unnecessary sounds or noise which may annoy or disrupt a person or interfere with a person’s enjoyment. ​ Generators ​ Generator use is typically not permitted. Campground managers have full discretion for generator use. Any camper/customer who needs to operate a generator because of a health condition will be required to reserve an electrical site if any is available and not use the generator unless an outage occurs. If the available electric site is not a preferred location for the customer, it is not a valid justification for the customer to refuse the electric site re-assignment and use a generator. Generators cannot be used anywhere else in the park. ​ ​ Destruction/Entry No person shall disturb, vandalize, damage, deface, remove, attach to, or destroy any trees, shrubs, plants, rocks, gravel, sand, dirt, berm, or other natural materials. This includes but is not limited to any county structures, buildings, fences, gates, posts, tables, and installation or construction areas. ​ Pets Pets are allowed in all county parks and campgrounds as long as they are at all times kept on a leash not more than eight feet long. Unless an individual requires a trained service animal due to a disability, animals are restricted from the following areas: beaches, playgrounds, and all public buildings. Pets shall be effectively restrained or under the owner's control at all times. No person shall allow a pet to deprive or disrupt the enjoyment or use of any area by others. Pet owners are required to pick up and properly discard of all pet waste. ​ Cleaning No person shall wash, clean or process vehicles, persons, animals, clothing, cooking utensils, fish or wild or domesticated game in any body of water, picnic area, playground, bathroom, shower building, park, boat landing, parking lot, roadway, or within 100 feet of any pump, fountain or drinking water outlet. If the processing of game is expressly authorized, persons shall discard cleaning remnants (i.e. animal carcass). ​ Dumping Stations Clark County Forestry and Parks does not offer honey wagon service. Needed services may be arranged with outside vendors, who are required to remove said waste from the park. Discharging said waste into dump stations is not permitted. Three is no charge for use of dumping stations for registered campers. There is a $10 fee for others to use the dump station. ​ Garbage/Recycling Dumpsters are only for registered campers use and for waste generated while camping. Bag all trash securely, place in dumpsters and close the dumpster after use. Registered campers leaving trash in fire rings or campsite will be issued a citation for littering. Prohibited items include flammables or toxic materials, furniture, appliances, tires, auto batteries, mattresses and carpets. CLARK COUNTY ENCOURAGES RECYCLING; CONTAINERS ARE LOCATED BY THE DUMPSTERS. No rummaging or scavenging is allowed in dumpsters or recycling bins. ​ Air Conditioned Units If campsite will not be used for more than 24 hours, camper is expected to turn off the air conditioning unit in the camper.     Emergency Management Local Emergency Planning Committee Resources Planning and Preparedness What We Do ​ Clark County Emergency Management performs the following functions within the county: Develop and distribute emergency management presentations, brochures, pamphlets, public service Develop and update emergency plans for all hazards impacting our community Develop, coordinate, and conduct emergency management training / exercise programs, announcements, and other relevant information for civic organizations, businesses, and the public Maintain the Emergency Operations Center (EOC) for Clark County Provide assistance for emergency response to emergencies and disasters Provide liaison with local, state, and federal authorities during emergencies and disasters ​ Four Phases of Emergency Management ​ Overview The department’s logo describes the four phases of Emergency Management and its ongoing process. Preparedness Preparedness is conducted before a disaster occurs in order to build emergency management capacity. It has three elements: the development of emergency response plans; training on our plans and possible hazards, practicing at putting the plans into effect (exercises); and public education. Preparedness planning seeks to anticipate problems and project possible solutions to minimize disaster damage. Response Response activities provide emergency assistance to save lives, preserve property, and protect the environment. A goal of all emergency responders is to reduce the probability of additional injuries or damage, and to start the recovery process as soon as possible. Recovery Recovery is the process of returning systems to normal levels, such as replacing a bridge that was washed away by flooding, or long term cleanup after a storm. Some activities can be accomplished in the short term, such as adding gravel to washed out roads; while other activities take years, such as rebuilding a community. Mitigation Mitigation activities normally occur before an emergency or disaster, or directly on the heels of a disaster. Such activities include installing sirens, adopting flood plain and/or zoning regulations, and creating building codes that include plans for storm shelters. The primary purpose for mitigation is to eliminate or reduce the probability of a disaster, such as a chemical spill or flood. It will include action to postpone, dissipate, or lessen the effects of the disaster. Responding to Emergencies in Clark County Clark County Emergency Management coordinates effective response and recovery efforts relating to natural and technological disasters and supporting the local communities and their citizens within Clark County. Through planning, training, and exercising, we prepare our citizens and our response personnel to help minimize the loss of lives and property. Our office does not handle traffic matters which are not criminal that occur in the various cities within the county, that is done by city attorneys.
