County Boardroom AVS Refresh

ABSTRACT
Clark County is seeking too contract with prospective vendor to provide solution to upgrade existing County Boardroom AV system at the Clark County Courthouse Facility, 517 Court Street, Neillsville, WI 54456.
PART 1 – GENERAL
1.1 PURPOSE
A. This document outlines the project scope and requirements for upgrade of the existing Clark County Boardroom Audio Visual System (AVS).
B. Clark County Wisconsin is seeking bids to upgrade existing County Boardroom AVS. The purpose of the project is to provide adequate technical support for hosting meetings and training for local and remote attendees.
C. The selected bidder to supply, provision and commission requested products and services.
1.2 BACKGROUND AND OVERVIEW
A. The current AVS (Audio Visual System) at Clark County has a limited capacity and is challenged to address meeting and training AV requirements absent the upgrade. The County boardroom is used by multiple governmental departments and agencies. It is required to upgrade/replace AVS (audio and video components) and integrate with existing infrastructure to meet communications requirements when hosting meetings. Upgrade of existing AVS is make the solution more easily manageable, improve reliability and reduce complexity to operate. Proposed design to provide interoperability with hosted Video Conferencing Services (Zoom, Microsoft Teams, Google Meet, and Cisco Webex), as well as provide the ability to live stream County Board Meetings to the public in the future.
B. The AVS upgrade project will help to provide delivery of public and employee training and meetings. The Clark County Boardroom is composed of a single room. Floor plans, dimensions and construction are provided in appendices. Secured communication room across hall from County Boardroom will source network connectivity for data and voice communications and is to receive any equipment that is to be secured and remotely controlled from in County Boardroom.
C. This project will upgrade existing AVS through requested hardware, software, services and support. Upgrade is to integrate with existing Clark County Boardroom Projector, Displays and Microphones on Dias (raised platform at front of room with seating) and podium. The new AVS shall provide an intuitive “user-friendly” interface.
D. Clark County is providing a bid specification in this proposal request. Clark County retains right to accept or reject an equivalent to the bid specifications at Clark County’s sole discretion. Integration between customer-provided components is important to the county for ensuring availability of desired AVS features. Note that all proposed AVS components are desired to be pre-qualified by Q-SYS with proposal by a Q-SYS certified channel partner.
E. All hardware, peripherals, and equipment are to be installed onsite, on premises. Software configuration may be performed onsite or through prearranged remote access provided by Clark County to help reduce delivery costs if deemed feasible and authorized by both Clark County and respondent to bid.
F. Bid must include all pricing and be inclusive of installation services, hardware, required software licensing, ongoing maintenance, support. Bidder to provide information for all products proposed, including implementation, training on basic use, and other professional services as specified in this request for bid.
1.3 PROJECT RATIONALE AND TIMEFRAME
This project supports Clark County’s ongoing efforts to provide appropriate technology that is reliable and efficient for meetings in county boardroom. The project intent is to better the available services. It is expectation of the County to constrain and support the project such that the selected solution can be awarded and fully functional within the 2027 calendar year.
